How it works

Every claim passes through the gate. If evidence is found, the claim is tagged as verified. If evidence is missing, the claim is labeled as unverified — but still emitted. The human decides what to trust. Everything is logged either way.

Failure mode: Fails soft Uncertainty is allowed. Missing authority is labeled, not blocked. Humans remain responsible for judgment.
